REACH : "un pas de franchi pour le consommateur", selon les Verts au Parlement européenBruxelles, le 5 octobre 2005 - Suite au résultat du vote de ce mardi 4
octobre sur le rapport Sacconi en Commission Environnement sur la future
législation sur les produits chimiques REACH, Marie Anne Isler Béguin,
eurodéputée Verte française, estime que :
"Le vote d’aujourd’hui favorise l’adoption d’une législation ambitieuse en
matière de protection contre des produits chimiques dangereux. En effet,
cette future législation devrait avant tout tenir compte de l’environnement
et de la santé, et donc de l’intérêt général, plutôt que des intérêts à
court terme de l’industrie chimique.
"Plusieurs compromis positifs ont ainsi été adoptés : la substitution des
substances très dangereuses est rendue obligatoire lorsqu’une alternative
existe, l’utilisation de substances très dangereuses n’aura plus d’avenir
dans les produits destinés aux consommateurs et les tests sur les animaux
sont fortement réduits.
"Le vote d’aujourd’hui renforce également la protection des consommateurs qui, jusqu’à présent, n’étaient ni informés, ni protégés des effets des produits chimiques présents dans leur vie quotidienne tels les produits ménagers, les solvants dans les parfums, etc. Avec ce vote, la présence de substances mutagènes se trouvant dans un grand nombre d’articles sera clairement identifiée : le droit pour le consommateur d’être informé est ainsi garanti. Une transparence qui actuellement fait défaut et qui semble déplaire profondément à l’industrie chimique qui a exercé une forte pression pour que ces amendements ne passent pas.
"Ce vote est donc un signal encourageant pour la plénière du mois de
novembre puisque les tentatives des Commissions ITRE et IMCO pour dénaturer REACH ont été contrecarrées. Je reste donc optimiste sur le fait que le Parlement européen fasse de la santé et de l’environnement ses priorités, et que les eurodéputés votent en faveur d’un REACH renforcé, comme cela été globalement le cas en Commission Environnement aujourd’hui."
