Dear Sir / Madam,

I am sickened by images of Chinese authorities bludgeoning dogs in a death
sweep of Chuxiong in Yunnan province. From July 25-30, more than 50,000 dogs
were viciously beaten, hung, electrocuted or poisoned. Some, companion
animals out walking with families, were forcibly taken and clubbed on the
spot. Others were defenseless strays, ambushed at night.

All were blameless victims of a flimsy heath care system, in which just 3
percent of dogs are inoculated against rabies and over 2,000 people succumb
to the disease annually. While I sympathize with the rise in dog bites and
deaths of three people in Mouding County, rabies is a very controllable
disease. Mass reactive culls have repeatedly proven incapable of curbing
stray populations and inhibiting rabies outbreaks. In fact, the primary
outcome of the five-day massacre in rural southwestern China is the loss of
government credibility among nationals and the world.

According to international news reports, county officials had originally
promised guardians the rough equivalent of 62 U.S. cents to kill their own
dogs. When this initiative failed, government death squads searched homes to
confiscate dogs people had hidden. I understand Public Security Bureau
officers stormed villages at night to corner barking dogs and beat them
until dead. Some were unregistered. Others were registered and even
vaccinated against rabies. Animals who tried to flee were trapped at
roadside checkpoints. Only police and military dogs escaped the carnage.

I implore Chinese officials to recognize the growing number of households
with companion animals. The Chinese Center of Disease Control estimates dogs
now live in 70 percent of rural homes. Yet a comparatively low 3 percent are
immunized against rabies. Rabies is largely preventable through an
interactive network of human health, animal health and municipal agencies.
Please establish a non-violent response that includes public access to
low-cost rabies treatment, humane education, and
“Spay/Neuter/Vaccinate/Release” programs to manage stray populations. Other
civilized nations that employ these methods report a significant reduction
in strays and the occurrence of rabies.

The world community will never forget the brutal eradication of some 50,546
dogs. We ask that you publicly condemn the blood of innocents in your
streets and fields. We ask government officials to revamp animal protection
laws and foster a culture of responsible guardianship, rabies prevention,
and humane animal control.

We urge you to make enforceable animal protection laws a priority before the
2008 Olympics in Beijing. Many travelers will not spend money in a country
that sanctions animal abuse. I understand a worldwide boycott of Chinese
tourism and products is underway. I intend to join that boycott until
Chinese authorities initiate momentous reforms for animals.
